When your blog becomes eligible for AdSense, you'll have the "Earnings" dashboard page become active - and you can apply for AdSense ads, without "An error occurred ..."..  Until then, work on the blog.  You will need a lot more content and traffic, than what is required to simply apply - if you want to make money, using AdSense.





With a Blogger blog, published to BlogSpot, you can only use the Earnings page in the Blogger dashboard, to apply for an AdSense account.  You don't apply for AdSense for Content, using the AdSense website.




In many countries (and that should include Australia, UK, and USA too), a blog has to be 6 months old.  Every blog must have 50 good quality posts (200 to 500 words each) - because that's what gives you readers, who click on the ads, and buy the merchandise.


Content that's written by you.

Content that's informative and interesting to your target audience.

Content that has a definable subject.





It must be written in a supported language, and use proper grammar in that language.  And, it may not have prohibited content.





Both AdSense and Blogger require original content.  Content copied or scraped from other blogs and websites is not quality content - and does not help AdSense qualify your blog.
